Anna is a Managing Associate in our Infrastructure, Projects and Energy team, advising clients in the energy, utilities and aviation sectors where regulatory advice is key. Anna has been involved in complex projects in the emerging net zero economy. With a particular interest in regulation, she is keen to assist her clients who are at the forefront of the changing regulatory and commercial landscape.

Experience

Anna’s experience includes advising:

  • NESO on the development of the competition in onshore transmission framework, including advising on of the preferred project delivery vehicle (contract vs licence) and later, the negotiations with Ofgem and DESNZ of the draft the Electricity (Early-Model Competitive Tenders for Onshore Transmission Licences) Regulations to underpin the CATO regime;
  • SGN in relation to the regulatory framework applicable to hydrogen storage and transportation;
  • National Gas Transmission on the evolving carbon capture, use and storage regime, including the network code, Government Support Package and licensing appliable to Project SCO2T;
  • DESNZ on the regulatory framework applicable to hydrogen for heating, conducting a review of primary legislation (including the Gas Act), secondary regulations, licence conditions, industry codes and technical documents to advise on how they would need to be amended to facilitate the hydrogen heating roll-out;
  • DESNZ on the regulatory framework for establishing a hydrogen security of supply framework;
  • NESO in relation to electricity grid connections and the connections reform;
  • an OFTO on licence obligations relating to infrastructure maintenance;
  • Southern Water Services in relation to the arrangements for the construction of the Havant Thicket reservoir and a bulk supply agreement with Portsmouth Water;
  • Southern Water Services in relation to their first DPC projects and a wider range of other infrastructure projects (bioresources management, smart metering);
  • a generator on the regulatory and commercial risks associated with the Contracts for Difference regime;
  • The National Wealth Fund (formerly, the UKIB) on the licensing aspects of the Sizewell C nuclear project (including the RAB payment mechanism);
  • on a broad spectrum of matters relating to licencing and broader legislative frameworks for gas and electricity transmission, distribution and supply, including advice in relation to exemptions; 
  • Northern Ireland Electricity Networks on the extension of the contestable works market in Northern Ireland;
  • on the regulatory and commercial risks associated with the Non-Domestic Renewable Heat Incentive Scheme;
  • SGN on the regulatory backdrop to the H100 Project. Considering the statutory and licence on requirements in the novel context of hydrogen generation, storage, shipping and supply.
