Expertise

Stephen is a very experienced regulatory lawyer with a background in both private practice and at a regulator, and across the UK's financial services landscape. His particular focus is on advising on the prudential and conduct regulation of banks, building societies and investment firms, wholesale elements of payments, digital assets and wider financial market infrastructure.

His experience includes advising on a range of regulatory capital driven transactions and regulatory structuring on M&A deals relating to financial services groups, as well as advising firms on the UK's resolution, ringfencing and operational resilience regimes, novel digital assets products and the regulatory aspects of derivative transactions.

Prior to joining Addleshaw, Stephen worked for the Bank of England (BoE), most recently leading the team advising the BoE senior leadership on its role as supervisor of financial market infrastructure, including systemic payment systems, clearing and securities settlement. At the BoE Stephen's experience also covered the prudential regulation of banks and building societies, including the public sector rescue or resolution of distressed firms, digital assets, including the BoE's "digital pound", operational resilience and international sanctions, as well as liaising with regulators and central government regarding policy development and regulatory reform in financial services.

Prior to the BoE, Stephen worked for a magic circle law firm in London on Hong Kong, advising on a wide range of finance and corporate transactions.
