Chris is an experienced commercial, projects and outsourcing lawyer.
Chris has a particular sector specialism in the health sector, advising providers in both the public and private sectors on their most challenging remits, both domestically and internationally. Chris has advised on first-in-kind transactions in the NHS, and informed national NHS policy and guidance.
More generally, Chris works on all types of transactions where the public and private sector interface, and in regulated industries where a procuring authority or utility is involved.

Chris's relevant recent experience includes:
in public sector health, NHS Trusts and Foundation Trusts on commercial transactions, in particular spin outs and disposals, as well as joint ventures (including cross-border mandates), navigating complex regulatory and commercial contexts to secure value for the NHS and positive patient outcomes. Chris also acts for a multitude of NHS Trusts and Foundation Trusts on their ongoing PFI projects, and novel delivery models for new capital projects;
in private sector health, a multitude of providers across both health and social care, and public sector contracting partners on new and trailblazing contracts (including novel clinical services), operational service contracts and business sales/acquisitions, including with international elements;
in local government, a local authority on its highest-profile transformational projects, including the separation of its shared IT service and re-procurement of a cutting-edge contract to enable the authority and its constituent population to benefit from leading AI solutions, and the redevelopment of and procurement of operators to transform an authority-owned estate into a cultural and hospitality destination of national significance;
in regeneration, acting for both grant funders and recipients on deals to develop affordable housing, including a combined authority on over 15 grant agreements from a fund worth in excess of £250 million to catalyse brownfield development, and a grant recipient on a complex grant transaction to deliver over 1,000 homes involving a number of public and private sector stakeholders;
in transport, a combined authority on a number of new and refurbishment station developments, dealing with complex regulatory, funding and commercial issues, as well as a transport authority on the procurement of a region-wide, nine-figure contract to provide and maintain its advertising estate; and
in energy, a local authority on a pathfinder heat network project and novel dynamic purchasing system to support the same, as well as having spent three months on secondment with a big six energy provider during, and in the immediate aftermath of, their merger.
