Expertise

  • Euan advises a number of infrastructure funds on the acquisition and management of their UK and Ireland PFI/PPP portfolios.  Fund clients include 3i Infrastructure, Dalmore Capital and Semperian.
  • Euan has advised a number of PFI/PPP companies on expiry and handback of their projects.  Assets handed back include a further education college in Nottingham, wastewater treatment plants in Inverness and Fort William, a fleet of military filed generators and a fleet of support vessels for a Royal Navy dockyard.  Ongoing handback work includes a hospital in Wales, schools in Wales, wastewater treatment facilities in Scotland and a military vehicles project.
  • In transport, Euan has longstanding experience acting for Network Rail in Scotland.  Key projects have included the transfer of statutory powers and subsequent construction of the Borders Railway (reinstatement of a long-closed 48 km railway from Edinburgh to Tweedbank) and the alliance agreement between Network Rail and Scotrail, the principal train operator in Scotland.
  • In relation to the acquisition and disposal of infrastructure investments, Euan has advised on dozens of transactions for buyers and sellers, the most recent being advising Semperian on their acquisition of investments in the M3, M4 and M50 roads projects in Ireland from DIF.
  • Euan has advised HM Government on a number of complex commercial contract procurements.  Examples include advising the Department for Education on the Institutes of Technology Programme and on its National Tutoring Programme.  Euan has also recently advised the Ministry of Justice on its Prisoner Education Services procurement.
